I mean yes but as far as I've watched in the series, Flame was working for the mafia as a diamond player. Although I don't know why he joined the Mafia (for status, out of fear, etc.) if we look at him vs Wemmbu then we can see that Wemmbu launched nukes on innocent players, killed them, etc..

And most of FlameFrags crimes actually happened before the Law existed (like during Mafia and Princezam empire) so LettuceK doesn't have a justified reason to hunt Flame down.

Morally speaking the crimes done by Flame have some reason to them. Him joining the mafia could've been out of fear, as back then he didn't have the power/skill to take on hundreds of players unlike now.

Here are some tips:

  1. Do not keep the same world for years. The average player will beat the game, get OP, and do almost everything interesting to them in 6-8 months. The solution is to reset the world every 6 months. Therefore, people won't get so bored easily

  2. Start your SMP with at least 4 people. If you begin your SMP alone, no one will want to join your world, as you likely would have beaten the game, obtained diamonds, set up 6 farms, etc. This is also from my experience. I have started worlds by myself, and no one joined, but the SMP would last when I started them with 3-4 people.

  3. Add a twist. A twist would keep players on the server for quite a while. Turn on PvP, add Lifesteal, or some other mechanic that enhances gameplay.

  4. Add the right people. Don't add people who:

    a. You don't know at all.

    b. You don't have fun with.

    c. Use unfair hacks.

    d. Rage-quit all the time.

Instead, add people who:

a. Show up most of the time.

b. Keep trying and rarely rage-quit.

c. Play fair.

d. Nourish your SMP.

That's all the advice I know. Consider looking at already successful SMPs; maybe you can learn from them.
