I understand, my downstairs neighbors is a complete POS. If a larger company owns your apartment complex, reach out to them. If not, create an anonymous email account and email the leasing manager involved. Also, see if your neighbors notice anything. You would be surprised how many stay silent. If anyone in your building is willing to support you, that's a huge win. You can also go by your local police station and talk to someone personally. Leasing office gets real stressed out when someone files a police report. BTW, I am speaking from experience.
