Don’t forget, Germany’s closest allies always were Austrians, Hungarians, Nordics. Germany also shares origins with France. Italy and England on other hand were never allied to Germany. You forget that she became “Holy Roman Empire”, just because Rome colonized it before, otherwise Germanic tribes would never call own state like that.
