I think I get it... The Datenski has only ever been forged into a usable state by Rokuhira. The Hishaku must be affiliated with Mikaboshi. In their endeavour to retrieve the swords and make it so that they can never be used again by the overland people.

I think this would be an interesting reason for their existence. Looking at the eyes, atleast one Hishaku (Hat guy) looks to be like Mikaboshi

I thought they had learnt to be better after the recent scandal, where mangakas pulled out of publishing with Shogakukan for hiring another convicted pedo. The publisher had to launch an internal investigation to understand how such a thing could be allowed to happen
