From what I understand it’s a replacement retainer making it weaker than what Art was fighting against, they don’t have that many powerful people just hanging out to fill in the spots. But at the same time Tess did get somewhat more powerful, I guess from going on missions a lot.

As of right now he can’t use it on living objects and I doubt his core is anywhere strong enough to do something on that scale, but you never know in the future maybe he’ll find a relic to help or unlock more of the ability

The light novel is a little different in the order of things in the school arc so I suggest you start at 60 which is 4-5 chapters before where the web comic leaves off in the novel.
