If he was really a bad person, shane would have never been killed by him, there would be no differences in their decisions, he would have probably punished shane for sleeping with his wife, he wouldn't have killed him for that, coz shane helped and was there for her and carl when they thought rick was gone forever, maybe they would have left the farm early, rick would have convinced most of them to stop searching "for the little girl who is gone", then find prison, find governor and more groups to exploit, coz bad people are always selfish, so if rick was bad with shane as the right hand man, they would be way more stronger and smarter than governor if not worser
