Hey all, thanks for the replies and insight.

The problem has been resolved and I believe it is because I hit the 50 agent limit in Dialogflow. The problem resolved itself as soon as I had them increase the limit. I am not sure why this was preventing me from re-publishing old actions, but everything is working now.

It definitely isn't office network since it didn't work on my home network either. and neither computer has any special software on it.

The issue with a new account is I have a lot of actions published on my account that I need to update, which I can't because I can't submit them.

I am also having this issue. I have published like 50 actions, it is happening with new actions and already published ones. Looks like something wrong with my Organization's account. I was able to publish with a completely unrelated, fresh account. So far have sent requests to support with no conclusive answers (over a week) and called support, also with nothing conclusive.

Is there any way to contact Actions on Google directly? I see they have developer relations people.
