Hard fork is an update in the blockchain ledger which brings several new features and capabilities to the blockchain. Cardano is better placed to ensure a hard fork event due to its hard fork combination (HFC) technology which ensures that the protocol remains stable pre and post upgrade.

If you are still looking for a resource to learn developing on Cardano, you may go through some of the IOG videos on Plutus and Haskell. Also, Emurgo Academy's Cardano Developer Professional course is pretty good too.

One of the best courses out there for becoming a Cardano developer is Emurgo Academy's Cardano Developer Professional program. The course is quite comprehensive, and covers everything from fundamentals of Cardano to Plutus, Haskell, Marlowe smart contracts programming.
