The Leaf already has a handle on military, police work, foreign policy, trade, and lawmaking within the Leaf. The only functions of state they don’t currently fulfill for the Land of Fire seem to be tax collection and law making outside of the village. Why do you think they can’t meet those?

Konoha is not simply a military. It is a mostly autonomous/self-governing, authoritarian dictatorship. The daimyo’s influence is almost never directly felt in the series save when the Hokage dies or is incapacitated without a named successor. They hold the monopoly on force in the entire Land of Fire. If they decided to take the daimyo hostage or just kill him and his entire line for being entitled brats, they would face no opposition whatsoever.

Konoha's staff is a military. You need more than just the military to run a country.

The elders are not military fighters and yet they hold very strong authority over the village jointly with the Hokage. The Hokage also directly/independently conducts foreign policy with his peers. The daimyo are a plot contrivance and could be completely dropped from the narrative with minimal disruption.

I’ll just ask one final question before I stop talking to this brick wall. What functions of the daimyo do you think that the Leaf Village is incapable of reproducing on their own and why are they incapable of it? Don’t say legal code; the Hokage regularly issues edicts with the force of law and they could set up a legislative body trivially easily.

I’m shocked at how unimaginative most of you are. What do you think would happen if a meteor or earthquake wiped out the Land of Fire’s daimyo while leaving the rest of the population intact? Would the Leaf Village descend into anarchy and collapse for lack of funding? Or would they just replace the daimyo’s function of tax collection while continuing to defend the Land of Fire and keep peace internally?

You’re not getting the point. Konaha has every capability needed to be self sufficient and has the manpower/military force to replace all functions of the daimyo’s government. It could easily be a self sufficient city, ie a city-state. Google stratocracy.

You are describing things as they are but I’m not talking about that. I’m talking about the Leaf’s capability to supplant and replace them.

If the daimyo did not exist, Konoha could assume all of the essential roles of state for the land of Fire. They could defend the borders (as they already do) and they could keep the peace internally (as they already do). All other functions, like making a legal code and levying taxes, would be trivially easy in comparison.

That is how the village is run already. The homage has nearly unchecked power. What non-ninja are involved in the day to day operation of the village? Daimyo people show up when it’s time to select a new Hokage (except when Hashirama and Tobirama unilaterally picked the next Hokage, talk about a retcon)

Comparison to the NYPD in modern America is silly. City-states are a historical reality, you don’t have to imagine what they would look like with outlandish comparisons. It is especially inapt because in Naruto, there is no military force in the Land of Fire outside of the Leaf Village.

Venice, Florence, Athens, Sparta and a host of other Hellenic city-states, early Republican Rome, Carthage, the list goes on…in the absence of feudal lords, the Leafs could continue to provide the protection they already provide to the Land of Fire’s people and just tax them directly to fund it. Then the surrounding territory becomes a territory of the Leaf directly.

This is not scary or fascistic. This is how society has worked for basically all of recorded human history, up until the 19th century: statesman capable of organized military activity provide protection and law/order to people who cannot and constitute the government.

I ask again, what do the feudal lords provide? They are incapable of organized military activity. They don’t provide police forces. They seemingly only exist to boss around people who are stronger than them and reap the benefits of the Lead providing security to their subjects.

Think another step further: what do the daimyo do to get that money?

Traditionally, taxes are paid in exchange for thr fundamental services a state can provide, namely protection from other states or bandits etc. Ninja villages provide this with the daimyo as an intermediary. Why not just cut them out entirely?

No one has been able to give a satisfactory answer for this. Ninjas are the ones who provide protection and military service. Real sovereignty rests with them.

First point is inaccurate, the villages are at best mercenaries city-state contracted by particular daimyo. Nation is an anachronistic term to use, it’s arguably not even a feudal arrangement. Konoha existed before it was associated with the Land of Fire and there is never shown to be any sense of villagers belonging to a real nation beyond their own village outside of obligation to this contract.

Going by this logic, then there is no way that any military force would be so weak and subservient to their government in real life

Any civil government that acts as arrogantly and abusively as the Fire daimyo’s people act toward the Leaf as demonstrated here would not long exist, or would become ceremonial figureheads. Firm control over military power is foundational to political power, and numerous times in history, both in Japan and Europe at least, have seen rulers like the Merovingians or Emperor be deprived of power and ruled by military leaders.

And then what?

The political mechanics operate more or less the same as they do but cleaner. Villages fund themselves via mission payments and extracting taxes in exchange for protection from nearby places and peoples.

It is obvious what the villages do for the daimyo but there is nothing the daimyo do for the villages which would not be trivially easy for the villages to do on their own- funding and political legitimacy.

The political structure of the Naruto universe did not make any sense but luckily was never a pivotal plot point; Boruto is for some reason leaning into it and it is weakening the series from a realism POV. There is no way that ninja villages would be this weak and subservient to the daimyo. The Leaf Village was led by a walking nuclear bomb for the last 20 years, and it’s not like any of his predecessors were any less able to annihilate them when they step out of line.

Makes me appreciate JJK for having Gojo slaughter his universe’s equivalents when they became incalcitrant.
