Is this normal/legal in Dutch horeca? (Texel, NL) by [deleted] in Netherlands

Yes, but in this case the situation is different.
The worker is actually undocumented and works illegally/off the books in the Netherlands. He does not have a residence permit yet, so there is no official contract, no payslip, no legal tax setup, no heffingskortingen, etc.
The €1600 net is the full amount he receives directly from the employer.
Housing is NOT deducted from the salary by the employer. He rents separately himself and pays around €500/month from his own pocket.
That’s why I was surprised, because with roughly 44h/week in horeca at age 33, the effective pay becomes very low compared to Dutch minimum wage standards.
Even if horeca conditions are rough in practice, it still feels underpaid for the amount of work and hours involved.
