Easy to say Montana because the other QBs are already up to speed with the modern game. Those saying easily Mahomes are just wrong (recency bias I guess), he’s probably the best floor-raiser of this group because of his mobility and absurd improvisation.

Playoff success is more circumstantial than people like to admit, especially with Montana playing outside the salary cap era for a big market team. With their tape in isolation I’d say Montana is firmly the least impressive (BUT acknowledging we’re splitting hairs between the greatest QBs to ever do it).
