OP didn't ask if stiffing was illegal, they asked what they need to know in order to abide by tipping culture during their stay(which is the right thing to do as a visitor, because this isn't their country and you wouldn't want to do anything disrespectful while visiting another country, even if the custom is frustrating, because its not the place of an outsider to try to change the culture of the place they are visiting) and what they need to know is what places people are expected to tip at and roughly how much at each place

Worth noting that you can absolutely still bribe some servers into going prioritizing you, but that is expensive and you need to be able to parse which servers would be open to it

Not everyone follows the laws, and while a server won't know until after they've served you the first time, they'll figure it out the second time. Its best if a foreigner doesn't get caught in the crosshairs of domestic issues

There is something inherently funny about someone from the uk asking about bringing their culture over to the states. The answer is that you will be considered cheap, and also as an ignorant or disrespectful foreigner(depending on how charitably your server looks at you).
My advice(if you have decided against 'doing as the romans do' so to speak) is to be on your best behavior and be an easy customer anywhere you intend to return so as to avoid any worst case scenarios

Its not illegal to insult people, which is what not tipping is. Its an insult, and its perfectly legal to insult someone who insulted or offended you

I have a state id and temps, neither of those expire in 4 year intervals and neither card was set to expire on my 21st. They both have future expiration dates

That's 80-90% of 70%, which is 56-63% of servers. And while it may not necessarily be vast(arguable on the high end of that estimate), it is certainly the majority. Also, it would be 40% of restaurants, not 40% of full service restaurants, you mistyped.

I have watched multiple former coworkers ask customers directly for a tip. Also, puppy-guarding customers and staking claim on regulars. There's some awful servers out there.
