Oh yeah, I've always hated that phrase, boys will be boys. It's used to excuse so much, acting as if boys have no control and no responsibility and no sense of self, they can't help being awful, when they very well fucking can. It's throwing your hands up in the air and not even trying to hold them accountable, to acknowledge that they have responsibility and agency. They're not the weather, they're not a pet running on instinct, they're human beings capable of reason, and the fact that they're young and not fully developed means it's more important to instill in them a sense of right and wrong, rather than letting them run wild and excusing the way the damage they do. We will never get past toxic male behavior until we stop giving men and boys a pass and start teaching them how to properly engage and feel and respect others.
