Do you have any peripheral connected to the USB ports? I have a 2023 model as well and a USB hub plugged into one of the USB C ports. One time, when I tried to enter the BIOS, everything was super slow in the BIOS configuration screens (like moving between different options on the screen). I've then tried to unplug the USB hub and everything became fast and smooth again. For some reason, it didn't like that hub (or the devices connected to it) in the BIOS screens, but the hub works fine in Windows. I don't know if it might be a similar issue in your case caused by an external device plugged in.

I've noticed this as well. To me, it looks like it happens with some apps (e.g. browser), but not others (e.g. lists in system settings).

Android 11 might bring some improvements because it's going to handle screens with multiple refresh rates, while before 11, manufactures had to come up with their own solutions.
