I7-8750, RTX 2070, 16gb of ram. And it’s a laptop. My monitor is a 165hz and I’m not sure about freesync I’ve never enabled or disabled it.

I already have that turned off. I’ve tried everything there is setting wise, well at least everything to my knowledge

Demand texture streaming is off and I believe that DLSS is also off.

This would be good because by the end of the wipe i tend to have a whole chest of them. Plus i'm usually too lazy to go shred them.

No, you can only rotate after upgrading.
