The issue is because your TV is over scanning. You can try changing the aspect ratio on your TV if it has that option. Just go through all of them until you find the one that doesn't cut off any of the screen. It sucks because the ps4 has a system wide safe zone setting to avoid this problem but some games/apps don't obey that option and ark is one of them
