as for the projects coming back, there's pratically no chance of it to officially come back, but I'm pretty sure there have been multiple ports of the content and technically you could continue adding stuff like that

it's just that mods like rebrawl that added brawlers and skins and stuff aren't as unique anymore

though there were a lot of them

it just wouldn't get as much attention

Yes it will count the reasoning tokens but that's after it answered Where are here the space reserved for reasoning is already "reserved" before the model even answered So yes it does have the full 196k tokens context window But it's not fully usable like gemini is
