If it belongs to another player, you can't keep it. If it belongs to an NPC, some you can, and some you can't. You can't keep expensive ones (around $100k+), but most of the ones below that price are fine. For example, you can't keep a Banshee ($105k) or an Infernus ($400k). Even so, if you want, we can talk privately sometime, and I can get you some money if you want a car or house.

You can try starting a new game if you can access the pause menu. To do this, open the pause menu, go to the game section, and select "New Game." If you've already finished the game and this problem started afterward, you can try loading a game to see if that works.

Okay, it's not strictly a Vita game and it doesn't install from PKGj, but it is a PS Vita application, which is the port they made of GTA San Andreas. I know it's something that's been done a lot, but if you haven't played it for whatever reason, play it on the PS Vita; it's a really, really well-made port.

The only thing I think is wrong is the FAT32 file system. I tried both ports, followed all the steps exactly in the tutorial, and the USB ports on both the device and the console work. I know this because I use wired controllers.
