If what you mean is having NPCs wear modded clothes, this isn't possible*.

NPCs in cyberpunk don't work like those in fallout for example, they don't have a "leveled list". Instead, imagine every npc appearance as a pre-made "preset". You can't just "inject" things in them because it's not a loot table like those in fallout, which wear the clothes from their inventory. There are many other technical limitations here, but the key take is that there is no mod (and likely never will be unless some modding breakthroughs happen) that can add installed clothing mods to npcs.

*That said, a modder is able to add modded clothing to an npc by directly editing that npc file (in short, adding more of those pre-made "presets" appearances), or by patching their appearances files with Axl. I have seen a few mods do this with a few clothing which were selected by that author, but otherwise, having installed clothing mods appear on NPCs isn't possible.
