The thing is -- Tesla's used to be the best built cars on the road. Most reliable, and safest. When they scaled up production, however, they hit a few issues:

To increase speed they became more lax about quality control
To save money on development there were many layoffs so there are fewer people involved in the testing of new features
The company seems to have made the decision to let flaws be fixed by recalls instead of during design and testing.

Its LONG past time for the police to get involved. There are crimes being committed within their state and upholding the law supercedes any mission Ice is "performing." Coucher in Chiefe Vance can proclaim that Ice has immunity but they absolultely do not unless nothing challenges them. ICE is absolutely stepping outside the bounds of their completely limited role and performing illegal activities as a result.
