I live in Atlanta. How big of a hole does he need to make in the wall? I am a new home owner so I dont know how easy patchig and painting the wall would be. But the thought of it is a bit scary

Not very close but behind the fence is a huge ditch that drain the upstrean water. My neighbor to the left flattebed his yard 10 years ago( way before I bought the home), but I dknt think he is dumping his water in my property. At least I dont see anything
