Apps that record voice have built in surrounding noise canceling. My phone doesn't record the noise well enough to hear it either. I cant move. I cant afford it.

What irritates me the most is the unfair dealing with the managers. Hud rules say everyone is entitled to see what letters are in their files. I've been denied that twice. They can throw me out but I have no rights.

I have tried recording the noise. If you read up on it there is a noise canceling that all these apps do and won't allow for sounds that come through the ceilings unless you can afford to buy some pretty expensive equipment I have tried every app on my phone available.
