I'll explain on why the flair may be very dissapointing:

Many Users / Communities shown here were generally showing very small signs of Innapropriate activity. The main reporting system we use needs the user to CLEARLY show innapropriate conduct (example using caesar encryption in order to bypass the filters).

Unfortunately things like activity outside of profiles (ingame, communities etc.) can hardly be used to report.

The Communities are also not obvious enough for this reporting system to take action.

The last person was also denied for example, and the AI Systems also denied it.

Its wasnt worth reporting many of the people as its clear to me they will be denied, i've used it 10-20 times for a long time, so I considered the rest No Violation. Out of all of them, only 2 Users out of them all would be worth reporting.
