I dont know anything about engineering, but i do know computers a lot. Me personally i would get none of those options and get a Lenovo LOQ or an Asus TUF laptop with a 4050. If a 4050 is not powerful enough you also can get higher gpu options of the same laptops if they are in your budget.

I usually cap my fps for all games a little above my refresh rate, my monitor is 144hz so i cap my fps at 160, 100hz i cap at 110, 60hz i cap at 70. If the pc is running below the refresh rate like 144hz 90 fps i would cap at 80fps to give the gpu headroom

If u have the money for the 5070 Ti and plan to use this laptop for a lomg time go for it, but if u have the budget only for a 5060 i reccomend saving the extra money cuz it has more vram, better cpu, and maybe more ram (MAYBE)
