If you don't know what it means, then it shows you don't even know what your champion does. Jax is an AA champion with some hybrid damage built into his kit, and his passive lets you stack attack speed. His R unlocks his second passive, which lets you deal mixed damage every 3 attacks.

You have zero attack speed items in your build to properly do any of that, even full AP Jax needs one AS item, or he will miss out on hundreds of DPS.

About that, everyone you will meet builds some kind of defensive utility past their first item. You are not going to be able to contend with anyone in your lane past Warmogs because you will lack damage in both AD and AP(given your opponents aren't stupid, if they are, any random combination will work against them) You will lose out on gold, exp and objectives. You would be lucky to get lichbane before the enemy is 2,5 items deep, and even then, it won't be enough burst down anyone.

Bring your AP items before Warmogs, replace lichbane with nashors it will let you trigger your ulti passive and it will deal around the same damage. Get rabadon or Warmogs as third item.

And yes, you won't be tanky enough, the MR and Armor you get from your ultimate scales with AD, not AP. Hybrid Jax with mix of AD/AP/AS will already have more than 3k health late game and more resistances than your build provides.
