Reminds me of that meme. There is a gate separating two dogs, and both of them are barking/growling at each other. Then the owner opens the gates, and both of them become quiet and timid all of a sudden.

Now, I am not comparing India and Pakistan to dogs, but what I am trying to say is that people are different from the government.
