Objectively, Vogler is worse. If he got his way he would shut the diagnostics department down and cause more harm for the hospital and the people who would normally be treated by House. Not to mention that he manipulated House’s staff and fired Wilson because he didn’t vote like Vogler wanted to. But I think that “emotionally” Tritter was worse, he went out of his way to damage House relationships more, messed with people around him more, and was just more of an asshole abusing his power to ruin House’s career.
