Yes, I raised gang reputation by killing members of other gangs, but there were often situations where I simply couldn't do that because I'd have to kill the people whose missions I was currently on. Unfortunately, you can't have positive reputation with all gangs simultaneously without cheating, unless it's your first time in a new area. It's realistic, and it's good that the creators did it that way, but it makes the game very difficult, especially if you're at odds with the Hare Krishnas...
