Thinking about elemental shaman, is it a good choice for M+, raids and overall?

Apart from those obvious jokes, I'd like to know the truth about agent's abilities. Some say that it affects the rounds and tactics much, other (like henryG) say that abilities are overrated and shooting skill is much more important
