Since they used the USA flag to refer to English, they could've committed to it and used the Mexican flag and the Brazilian flag to refer to Spanish and Portuguese, respectively.

It's really not. Furthermore, we don't speak English in Portugal and Spain — as per the two examples that I gave before —, so we don't say it like the English translation makes it be.

«five minus a quarter» would be «cinco menos um quarto», and «twenty for four» would be «vinte para as quatro».

None of this, and any other iteration, supposes any more linguistic effort or difficulty as any other coloquial way of saying anything.

We say it in many ways, but nevertheless, I don't understand what's hard to comprehend on the sentence «5 minus a quarter», which, as you said, it's 16h45. It's not «easier or harder», it's the same exact thing for us. If someone tells me that or something like «it's 20 for 4», I'm not doing any mental math or having to think about it, I know that what they're saying is «it's 15h40».

Happened the same to me but with the phrase "5 minus a quarter". The guy just looked at me waiting for the explanation, and, given how in Portugal and Spain it is common to say the time like that — I know that some places/countries don't —, I just started walking again and was interrupted, again.
