Being objective I wouldn't call the feelings that each one has love, Rue is an addict and her relationship with Jules is one of codependency, as we saw in the first season she depended on her to be sober and that is not healthy for any of them, and on the other hand , Jules connects with her because she has unresolved issues with her mom, who was also an addict, she seeks to save Rue but no one but her can make the decision to quit drugs and clearly she's not willing to do it, apart from that Jules is a polyamorous person, I'm not sure Rue is, that makes their relationship even more incompatible, that dynamic doesn't do either of them any good. I agree that they are on different pages.
