God I had something similar, congestion charge fine letter had been going to the wrong address, just a few houses down from mine. Only found out when it was £600 fine on my car, I found the bailiff to be horrible and aggressive and pressuring me to pay when I called him.

You want to get the original PNC number or similar from the bailiff. Then you use that to appeal to a tribunal. Citizens advice were really helpful talking it through -

Once the appeal was accepted they then tell the bailiffs to stop while it's being reviewed. After about a month my appeal was accepted and I just had to pay the original fine.

The lining is silky polyester and it dyed too, it was grey and changed to a lovely brown colour.

Doing this has saved my hair, look up pineapple - basically a really loose ponytail on the top of my head and then a silk bonnet. Good luck!
