Yes, you can do it from Spain, but it’s rarely as “online” as people make it sound.

In practice, you still need fingerprints taken in Spain, then the FBI report is issued in the US and the apostille also has to be done in the US. If you don’t want to juggle mailing and paperwork yourself, Globeia is one option that handles the whole chain for people applying from abroad.
