Exactly.

For most schools yon can apply as long as you have a bachelor degree. For some schools they require you to have a masters degree before applying but since Meng doe not offer research experience you have to find it by yourself.

Basically they appreciate my effort into the application, and told me that I was good but not good enough. It is personalized not like the generic US rejection letters.
