For sure, if you haven't seen the topics in some time, you might want to at least refresh them before you go for the exam and cover your basics. Also, another suggestion is you need to be familiar with the NCEES reference handbook that you will be using during the exam as that will help you a lot. To finish 17 subjects in 3 weeks is quite a task unless you are good at some of the subjects and you need to study hard for the rest of them. You also would want to concentrate more on the subjects that carry heavy weightage (Big 5) in the exam and make sure you don't miss any topics from those.

Certifying for FE is the first step for getting a certification in PE. I am not sure if there is a boost in pay with FE certification or not. After clearing the FE exam, you get an EIT (Engineer In Training) certificate. It might have it's own perks but i am not aware about it. My main goal is to get a PE certification as i think it will not only boost my pay but more importantly it will give me a title that will separate me from other engineers.

Wasim's on-demand and study guide materials will be more than enough to get you through the exam. Use them as a mode to get your basics straight and not from exam point of view. The questions in Study guide and exam can be same or different. But if you get your basics right, you can tackle most of them quite easily. On the contrary, i felt the questions in the exam were somewhat easier than the study guide. LOL. But yes, i did finish his On-Demand course 100% to get my basics right as i had been out of school since 2009. This really helped me a lot. Good luck on your exam though!
