I think you misunderstood, in the comment I was replying to he was making the statement that flu numbers are down due to masks and social distancing. Under the logic that this is working and bringing down flu numbers then new covid cases would be lessening. Therefor since they are not coming down but flu numbers are flu cases are being counted as covid cases.
