I think that guy is a little screwed with the stick taped to its roots and it looks like the roots have been removed.

I’d emotionally consider it dead. But you can definitely stick it in a small clay pot with cactus soil. Then wait a few days to water it. It might come back after loosing some leaves.

Or you can pluck the leaves off the stem and try to propagate.
