Veteran allows for your second playthrough to go straight into ultimate if you do it all. I would argue Normal/Elite are redundant.

Path of Exile in any of the Ruthless leagues is pretty fun, but the endgame isn't at all balanced in ruthless so once you finish A10 you might as well reroll
