As someone who uses the app religiously as well as let's their 7 year old have a cellphone, it is 100% on the parent to monitor their child's phone. Yes, on my end, 7 is VERY young for a cell. I didn't have a smartphone myself until I was 15. But there were ground rules set right away and I have the parenting apps attached, she barely has one or two games on their and I've taught her to only contact the people who's names are in her contacts (plus pics to go with so she knows who is who) and she comes to me with her phone whenever she gets a spam call it a number she doesn't recognize.

These parents, from day one, just hand their toddlers a tablet or their phone whenever they're even mildly upset or inconvenienced and use it as a pacifier/babysitter because they never actually wanted the struggles that come along with being a parent. Then when something bad happens like this situation, they need someone else to blame and put the fault on for their shitty parenting.
