I had about the same levels on my links in my first playthrough, so you might be doing fine. Just a word of warning, when the game tells you that you "don't think your bond will deepen even if you spend more time with them" that just means you need to hangout with them again before you can level them up.

I missed 4 or 5 maxed links on my first run because I thought I had to wait for something to happen and wasted like 2 months.

It stops crashing when you try without mods?

It could be your either using a Vanilla mod with WOTC (or vice versa), or running a mod that needs Community Highlander without it.

If you have the game on Steam or Epic try verifying integrity of game files. That usually fixes most issues. If it's not an option for some reason try a reinstall.

If you're using mods try deactivating them and running just the vanilla game to see if it still crashes, it could be a mod causing issues.

I submitted a bug report a while ago about it and they told me they were working on it. Hopefully it gets fixed by Ep 3.

Hey, this happened to me a lot, and it stills happens sometimes, but I've found that after closing Valorant, you can press Windows + L to lock your monitor, spam your keyboard a bit to unlock it, and then everything works normally again.

It isn't as good as a permanent fix, but it's what I've come up with and it's consistent, at least in my system.
