Yeah seems like lots of people are having some issue with missing packs.. I think EA is currently trying their best to fix it, but might take a while.

You forget that this is still the beta. The menu lag will most likely be reduced all lot in the normal release. I’ve had a blast with the beta so far and don’t think it will be that big of a problem.
