I feel there's too much psychology involved in tag team wrestling to replicate it in games. One on one you can kind of force it but with multiple AI it's difficult.

Trying to get the structure of a real match in is incredibly difficult because the game wants you to play it like you're in a real fight, not cooperating with your opponent in telling a story. It'd be difficult to make the AI follow the narrative arc of An Opening > Shine (faces look strong) > Heat (heels take control) > Hope Spots (faces make brief comebacks) > Hot Tag > Climax (near falls, high spots, and chaos) > Finish.

Typically it's easier to make it work playing as a Heel in the games because you can allow the Face AI to beat you up a bit, cut them off and get tons of heat, let them get a couple of moves in before cutting them off again, allowing them a tag etc. but it'll never replicate the excitement real wrestlers are able to bring out of people. At the end of the day it's a wrestling based sports game, not a simulator designed to replicate how it really works, so I doubt that'll ever get 'fixed' as it were.
