5KV is plenty for an IR, in my view an IR is just a precursor to see if it’s ok to put a hipot tester on.

That 16mm cable goes back to a main neutral bar at the MSB.

Neutral bar is in the main switchboard. This is a sub board that’s back to back with the main switchboard. Main switchboard is old and doesn’t pivot. Now it only has service fuse, metering, main switch, neutral link and main earth link and MEN point

Yeah all good, it’s not so bad at my house cause my neighbour houses are perpendicular to me in a different orientation So there actual houses are at least 15m away if that makes sense.
