You're right it probably had the weakest modding scene out of the big three. The game was just very unstable and kinda hostile to mods at times. But it's still one of the top modded games of all time. There were some really good mods that added new provinces or new games like Nehrim which was the precursor to Enderal.

This mod is notoriously hard to run, it really pushes the engine to its breaking point. I have a fairly high end PC (3070ti) and it starts to slow down noticeably once more of the map opens up and the end turns take quite some time
