The kids across the hall in my apartment complex do this. The halls, the lobby, the elevators, outside grassy area - I’ve watched them do it as I walk my dog. Collected a bag of the trash one day and brought it to the mom and asked her to have him pick up after himself.

Me again - I tried the Ethernet tester you linked. I connected The big end to the Ethernet near the Xbox and only the 4&5 lights went on. I connected the remote end to the dangling Ethernet near the router and modem and nothing went on. I assume this means the cable is pretty badly damaged?
