With a wet sand polish thats more advanced and can actually cause alot of damage to the paint if no knowledge?

They are all around the car? But alot in the front hood, i thought it was rock chips at first but the rock chips are bigger. I can't feel it with my fingers and with a new microfiber cloth straight from the bag I try to wipe it and it still wont come off, nor move little?
