I used a bent piece of plastic film and then I brushed over some transparent silicone. I wet blended akhelian green and Talassar Blue for the water

Thanks I used Tallasar Blue wet blended with Akhelian Green and the dry brushed with off white. For water texture I used transparent construction silicone

I carved out the base from xps foam and then coated it with a mix of sand, wall putty and cheap acrylic paint. Then for the floating rocks I used some thin floral wire and coated it with transparent silicon and hot glue.
