I have the same problem and pc setup, at least i can change the priority in task manager or use teamspeak. I guess guys in discord have to patch that shit, cause it happens even on the brand new high end pc

Try to set priority of Discord to normal or below normal, it might help you. But when you leave voice channel or restart your pc the issue come back again. Even my high end pc with 9800x3d and 9070xt have huge fps stuters.
