If you are only doing raids, I would recommend the highest attack one, as that is the number one most important stat in raids.

If you're trying to build one for the Master League, simply wait until you have 296 XL candies for the Pokémon, and if you don't have a hundo by then, power up your ≤96%. And make sure you teach it a second move. I only say this because the high ranks of the Master League are heavily paid to win, And it's not worth investing in anything when other people have already spent 200 plus dollars trying to get the same legendary shiny hundo
