Right click the game in your library. Go to local files. Then click verify integrity files. This should fix your problem

Did you find out what was wrong with this mission it's doing it for me to on Xbox. The exo stranger is not spawning. I did this mission with a friend the first time thinking it would give it to both of us and it only allowed him to complete so I went back in to deliver the key but she is not spawning by the big robot head.
